Dec 29, 2014 · I would suggest you move the iTunes folder to the root of the external drive, E.g. as X:\\iTunes where X: is the drive letter, then shift-start-iTunes to connect to the library file X:\\iTunes\\iTunes Library.itl. This should restore your pre-OS upgrade library with all ratings, play lists, play counts, etc. tt2

Share your <User's Music> folder from the old computer and copy the entire iTunes library folder into the <User's Music> folder on the new one. Again, deauthorize the old computer if no longer required. Both methods should give the new computer a working clone of the library that was on the old one.
