WASHINGTON (AP) — President Joe Biden has approved a new national security memorandum ahead of Donald Trump’s return to the White House that could serve as a road map for the incoming administration as it looks to counter growing cooperation among China, Iran, North Korea and Russia, the White House said Wednesday.

The White House says the memo has been drafted to help the new administration counter alliances forged between China, Iran, North Korea and Russia.

The US for many years has been concerned about cooperation among the four countries. Coordination has accelerated between the countries in the aftermath of Russia's invasion of Ukraine in 2022.
