The exact area is restricted cannot get access.The site do allow you to access the Jordan River. However, on the Israel side, you may be able to do it on the Jordan river.

I didn’t see it because I didn’t go into the river but I believe there is a changing room. A couple of people on my bus went into the water and they had to change their clothes. Sure, there are hundreds, but mostly in the reverse direction from Jerusalem to the Dead Sea. If you are going to the Dead Sea, Don’t go to the Tourist traps; either go to one of the nice resorts or skip the Dead Sea. Don’t go to the Neve Midbar, it is a total tourist trap with trash everywhere and the water smells bad. There are some resorts on the Dead Sea that might be worth trying. Don’t miss Masada and En Gedi.

Due to tight security around the area, you don't see many taxis to hail there. I hired a driver (recommended by my hotel) who charged me a flat rate to drive me to the baptism site and back to the hotel.
