Before I get into why, I want to clarify that I don't think he's revolutionary, and I don't think he's even a top 5 antagonist in the story, but I think he serves his role extremely well, and is overlooked when the fandom discusses the multitude of good antagonists this story has.

Maki’s and Megumi’s storyline is continuing and will be pretty important so there really isn’t too much need for other Zenin members in the story. With Naoya, I think he got quite enough development so far. He is a “golden boy” of the old patriarchal clan structure, an abusive egotist with a bit of an inferiority complex.

Because he is the perfect personification to the Zenin clan (all the misogyny, arrogance, might makes right, etc) and by extend perfect antagonist for Maki. From all his hubris to all the hypocrisy hidden on his perfect coat, just seeing the mf get trashed around is fun. He is one of those villains that you love to hate.

That was he would really feel like the genius of the zenin clan and not just get mid diffed by awakened maki. Then you could just have Maki slaughter the rest of the zenin clan or have Megumi lead the clan.
