RALEIGH - Gov. Roy Cooper is asking the North Carolina legislature to fund $3.9 billion in Helene recovery efforts. Cooper, who announced his relief proposal on Wednesday, Oct. 23, said the state has sustained about $53.6 billion in damages. The investment would be a "down payment on Western North Carolina's future," Cooper said.
