There should be no issue using your bank card. It may be a matter of missing something or transposing something or you need to contact your financial institution and tell them you are trying to use your card and keep sending you that message. Some banks, not all require you to tell them you are going abroad. The bank can tell you if they see the charge you are trying to make and give you details. I am a world traveler and have rarely had this issue. One other thing is some things you have to actually book on a computer not your phone.
Will I be able to picnic on the lawn in front of Eiffel Tower or visit the Trocodero Gardens Aug 27 - Aug 30 after the main Olympics? Will there still be any construction blocking the usage of these areas?
